Why nearly every freestanding sign in Pflugerville is a monument

Pflugerville's sign code is simple on one point. Unless the chapter says otherwise, every permanent freestanding sign must be a monument sign. For businesses in the city's public, commercial, and industrial zoning districts, the monument is the only permanent freestanding sign type the code lists.

The code also sets a masonry rule. A monument must be built into a masonry structure equal to at least 50 percent of the sign face area. The masonry can be no more than 150 percent of the sign face area. Other materials are allowed, as long as the masonry share is met and the colors fit the overall project.

In those commercial districts, a monument sign can be up to 8 feet tall and 72 square feet. You get one per lot for each street frontage. That is the same limit in every commercial and industrial district.

This matters if you are used to other cities. A tall pole or pylon sign for a single business is not part of Pflugerville's permitted sign list for commercial districts. Your roadside presence comes from a well-built monument and strong building signs.

Downtown has its own rules. The Downtown District Overlay has four subdistricts: Downtown Core, Pfluger Tract, South Downtown, and Western Gateway. In the Downtown Core, monument and low-profile pole signs are discouraged and allowed only under limited conditions. Elsewhere in the overlay, the Building Official can allow a low-profile pole sign in place of a monument where the code permits it.

What does the SH 130 and SH 45 corridor mean for your sign?

State Highway 130 and State Highway 45 opened in November 2006 as the first parts of Central Texas's tollway system. They made Pflugerville much easier to reach from across the region.

Stone Hill Town Center sits at the southwest corner of SH 130 and SH 45. The city's economic development site lists it with about 1 million square feet of retail space. Pecan Street (FM 1825) is another main route through the city. Pflugerville counted 65,191 residents at the 2020 census.

The corridor gets one special allowance in the sign code. A non-residential subdivision entrance sign on the SH 130 or SH 45 frontage road can be up to 25 feet tall and 200 square feet. On an arterial street, the limit is 10 feet and 100 square feet. These signs identify a whole development, not a single business.

Entrance signs come with conditions. They must be monument or pylon signs built of stone, brick, or other maintenance-free masonry. Electronic message centers are not allowed on them. They need an irrigated, landscaped area twice the size of the sign face. They must also sit at least 1,000 feet from another such sign or an existing billboard.

Every subdivision entrance sign needs an approved Master Signage Plan. An approved plan expires after two years if no progress is made on the project.

Pflugerville sign permits: Chapter 154 and the Building Official

Pflugerville's sign rules are in Chapter 154 of the city's Code of Ordinances. The Building Official reviews all sign permits and Master Signage Plans. Applications go through the city's online permit portal, and the Building Inspections department publishes the permanent sign application.

The code sets a clear review window. Within 10 business days of a complete application, the Building Official must either issue the permit or reject it. A rejection must name the code sections the sign does not meet.

A permit application must include detailed drawings showing the sign's size, design, structure, and location. Freestanding signs also need a plot plan showing buildings, parking, driveways, landscaping, and every existing and proposed sign on the lot. The drawings must show the proposed lighting and its levels. They must also show that the sign meets the National Electrical Code.

Structural review is part of the process. Sign plans must be certified by a qualified structural engineer for structural and wind load standards. Standard drawings prepared by an engineer are another accepted path.

The permanent sign application asks for the property owner's written consent. For an internally lit sign, it also asks for a master sign electrician's license number or an electrical sign contractor's license number. The form marks this as required to pull the permit.

The city inspects the lot during the sixth month after a permit is issued, or sooner if the owner asks. If construction is not substantially complete by then, the permit lapses and becomes void.

How big can your storefront sign be in Pflugerville?

Pflugerville sizes wall signs as a share of the building face, not by a flat number. In the General Business 1 district, a wall sign can cover up to 10 percent of the facade it sits on. The limit is 15 percent in the Public Facilities and Office districts. It is 5 percent in the light and general industrial districts.

There is also a cap on all signs on the lot combined. In General Business 1, the total can be 800 square feet, 10 percent of the main building's ground floor area, or 6 square feet per foot of street frontage. You get whichever of the three is greatest. Other districts use smaller numbers.

For a storefront, that usually means channel letters or a shaped logo sized to your facade. The way Pflugerville measures signs favors individual letters. Letters mounted on a plain wall are measured as the smallest rectangles around each word and graphic. A lit cabinet counts its whole lit face.
